HR develops and empowers the Western community through innovative and adaptive partnerships, which include the leadership, community, labor leadership, colleagues, LGBT, minority employee council, and many others.

Functional areas include: employee and labor relations; supervisory counseling/training; labor negotiations; wellness management; payroll processing; benefits processing and counseling; organizational and professional development; employment administration; human resources information system support; classification/compensation management; employment inclusion, and disability management.
